A popular singer/songwriter in Metropolitan Washington, D.C., John Langworthy claims that Maryland State-licensed surgeon Dr. Juvenal Goicochea maliciously tortured, maimed and experimented on him during a routine medical examination in Bethesda, Maryland. The doctor's malice was allegedly motivated as retaliation for Mr. Langworthy's having upset the doctor's Office Manager/wife by the patient's having invited the doctor's staff to attend a live musical performance by the patient's Legendary Band. The issue presented is whether nonmilitary citizens have a Federal right to be protected from torture, unwanted medical experiments and sexual maiming by a private physician.
