The PCA applies only to personnel, not to equipment. Loan of military equipment is not covered by the PCA - this is not a technicality - it is the basic coverage of the act. Likewise, non-law enforcement support (transportation, radio, etc) is not a violation of the PCA, because it is not the use of the military to enforce the law. Furthermore, use of National Guard troops in state status is not, nor is the use of DoD civilians.
